John Taylor

John Taylor is president of Tertium Quids, a 501(c)4 issue advocacy organization that hosts Virginia’s Tuesday Morning Group, a statewide coalition comprising more than 900 activists who represent more than 260 organizations.  He also serves as president of the Virginia Institute for Public Policy, an independent, nonpartisan, education and research organization that develops and promotes public policy consistent with the Virginia tradition of individual liberty, dynamic entrepreneurial capitalism, private property, the rule of law, and constitutionally limited government. 

In 1975, John received a B.A. from Wofford College, and subsequently earned an M.B.A. from Georgia State University and a J.D. from the Woodrow Wilson College of Law.

A member of the Mont Pelerin Society, he is also a member of the Federalist Society and the Philadelphia Society.  John has been the recipient of the Hero of the Taxpayer Award, an annual recognition given by Americans for Tax Reform in Washington, D.C.; and the Eagle Award, an annual award given for profamily, grassroots leadership by the Eagle Forum of St. Louis, Missouri.

He and his wife, Lynn, have been married for 30 years and have three sons:  Caleb (28), Joshua (26), Zachary (18); and one granddaughter, Audea Jordan (4).


Josh Eboch is the vice president for  government affairs at Tertium Quids, a 501(c)4 issue advocacy organization that promotes legislative efforts to expand individual opportunity and free markets, while reducing the size, role and cost of government.

Prior to his current position, Mr. Eboch served in the state and federal campaigns department of FreedomWorks in Washington, D.C., and as the organization’s Virginia field coordinator. A versatile communicator, his writing on free-market economics and public policy has been published at TownHall.com, RealClearMarkets.com, and in the The American, an online publication of the American Enterprise Institute.

Mr. Eboch earned a B.A. in English and classical history from the College of Charleston in South Carolina.




Krystal SlivinskiKrystal Slivinski is the vice president for government affairs at Tertium Quids. Prior to her current position, she served as the manager of student relations at the Cato Institute in Washington, D.C.

Well-versed in free market economics and public policy, Krystal has been a member of the Southern Economic Association, the Public Choice Society, and the Association for Private Enterprise Education.

She earned a B.A. in English and economics from West Virginia University, and an M.A. in economics from George Mason University.



Lynn Taylor is vice president and CFO of Tertium Quids. She also serves as vice president and CFO of the Virginia Institute for Public Policy. Prior to her current positions, Lynn was managing director of the Charles G. Koch and the Claude R. Lambe Charitable Foundations in Washington, D.C.  

Well-experienced in the management and funding of nonprofit organizations, she previously served on the boards of the Heartland Institute for Public Policy, Chicago; the National Foundation for Teaching Entrepreneurship, New York; and the Young Entrepreneurs of Washington, D.C.  

In 1976, Lynn received a B.A. (mathematics) from Agnes Scott College and subsequently earned an M.B.A. (finance) from Georgia State University and a J.D. (cum laude) from the Woodrow Wilson College of Law. A member of the Philadelphia Society, she is also a member of the Federalist Society.
